July 1, 2026 – Cleveland – Summer heat can place extra strain on both families and home energy bills. If you're struggling to keep your home cool, assistance is available.
The Ohio Home Energy Assistance Program (HEAP) Summer Crisis Program is accepting applications from July 1 through September 30. The program helps eligible households stay safe during periods of extreme heat by providing cooling assistance and other qualifying benefits.
Cleveland Public Power (CPP) customers may be eligible for up to $800. Eligible households may also receive:
- One air conditioning unit and up to two fans every three years.
- Assistance with central air conditioning repairs.
- Assistance for certain electric service needs related to summer cooling.
How to Apply
Applications are administered locally by Step Forward.
Residents can:
- Call (216) 480-4327 (HEAP) to schedule an appointment.
- Apply online through Step Forward at Utility Assistance | Step Forward
- Visit Step Forward at 2203 Superior Avenue during drop-in and general inquiry hours, Monday through Thursday from 8 a.m. to noon.
To complete your application, be prepared with:
- A photo ID for each person listed on the utility account.
- Proof of income for everyone in the household.
- Your most recent utility bill.
- A list of household members, including Social Security numbers and birth dates.
- Proof of U.S. citizenship or legal residency for all household members.
If applying online, you'll need to upload clear photos or scanned copies of your required documents.
The Summer Crisis Program operates differently from the Winter Crisis Program. Scheduling an appointment does not automatically prevent utility disconnection, so residents are encouraged to apply early.
