Cleveland Public Power's rate schedule is defined under Part V of the Municipal Utilities and Services Code. Below are the details of the rates passed by Council in November, 2024, Ordinance 957-2024. The rates code can be found under Title III - Electricity- Chapter 523 - Rules and Rates.
Residential Rate
Cleveland Public Power is wholly funded by our customers. Cleveland Public Power rates have three components:
- A charge for each kilowatt-hour (kWh) of power that a customer uses. This rate directly supports the necessary infrastructure investments and service improvements that make it possible for us to deliver safe, reliable electricity when and where you need it.
- A Power Supply Recovery charge for fuel, power production and purchase power costs.
- A fixed tax required and set by the State of Ohio and charged for each kWh of power that a customer uses

Commercial Rate
Cleveland Public Power is wholly funded by our customers. Our commercial rates are categorized by usage as shown below:
- Small Commercial – this rate represents all installations in which such installation has a demand of less than thirty (30) kilowatts (KWD).
- Large Commercial – this rate is applied to all installations in which such installation has a demand equal to or greater than thirty (30) kilowatts (KWD) and less than ten thousand (10,000) kilowatts (KWD) and a kilowatt hour consumption of less than or equal to five hundred thousand (500,000).
- Small Industrial – this rate represents all commercial installation in which such installation uses more than five hundred thousand (500,000) kilowatt hours during the current month and has a demand of less than then thousand (10,000) kilowatts.
- Large Industrial – this rate represents all commercial installations during any month in which such installation has a demand of greater than ten thousand (10,000) kilowatts.
- Optional Large Industrial – represents all commercial customers who contract for a demand equal to or in excess of ten thousand (10,000) kilowatts for a period of not less than five (5) years and who are served at a primary voltage of 138,000 volts.
