HEAP Winter Crisis Assistance now available

Thursday, December 4, 2025 - Cleveland - The annual Winter Crisis Assistance program offered through HEAP (Home Energy Assistance Program) is now open through March 31. This federally funded program is available as a one-time benefit to income-eligible residents.

To help you maintain your electric service, Cleveland Public Power accepts funding from all assistance programs for income-eligible residents.

This year, all energy assistance programs in Cuyahoga County are processed through Step Forward’s Energy Assistance Services.

Fall is officially here, and temperatures are falling just like the beautiful leaves. With colder temperatures, homes are chilly, prompting the use of space heaters and furnaces to keep warm. Utilizing these appliances may result in increased consumption of electricity.

Beginning November 1 and running through March 31, 2024, assistance is available for income-eligible residents. The federally funded Home Energy Assistance Program (HEAP) is available to help offset the cost with a one-time benefit of up to $800 applied directly to your utility bill.
